In order to understand the historical events and issues relevant to Aboriginal and Torres Strait Islander Peoples in Australia and thus address them accordingly. Recognizing and acknowledging indigenous cultures during community service delivery makes the people more willing to take part in provision, the services are delivered the best way possible and there is an understanding between the indigenous people and those delivering the services which reduces conflicts.

Ben should start by identifying a respected member of the community who the local people would be willing to listen to. It is important for Ben to understand that the community might speak regarding various issues and not only the issue he is interested in. Since story telling is a cultural practice among indigenous Aboriginals, it should be ensured that the speaker gives his/her presentation in a story-telling format. The speaker might not wish to discuss some things and this should be respected and the speaker should be paid for his/her expertise and time, like anybody else (Aspire Learning Resources, 2009).

Aboriginal and Torres Strait Islander concepts and culture differ considerably with non-Aboriginal culture. Therefore, these differences may lead to a non-Aboriginal delivering the services without recognizing that one is handling a totally different culture which may result to conflicts and misunderstandings during service delivery (Australian Bureau of Statistics, 2012).

Question 3

ATSIC, the Australian Heritage Commission, AIATSIS and Reconciliation Australia are some of the agencies that work together to produce community education programs that support the value of and respect for the heritage and cultures of the first Australians. Additionally, State, Territory as well as local governments help pertinent community groups to work with Torres Strait Islander people to develop projects that record, acknowledge as well as protect local aspects of Indigenous cultures (Elliott, 2011).

There is an improved understanding in the workplace because everybody understands the other. Additionally, everybody will feel as part of the organization because when a common language is used no one feels isolated because of not understanding what the parties are saying.

To identify possible causes of conflicts before they occur, it would be necessary to identify cultural differences between various workers and educating all workers regarding the importance of recognizing, appreciating, and respecting the cultural differences. Cultural differences can be resolved by encouraging partnerships between Aboriginal workers and non-Aboriginal workforce. It would also be important to educate all the workers regarding different cultures and the importance of recognizing and respecting the cultural differences. The cause of the misunderstanding is the cultural differences between the Aboriginal and non-Aboriginal Australians where each party does not understand the different culture leading to the misunderstandings (Australian Bureau of Statistics, 2012).

Question 6

Designate particular positions for only Aboriginal workers and develop an Aboriginal employment policy in the health community services agency. This will be coupled by ensuring that the local Aboriginal students trained in the local TAFE college train for courses and programs associated with the services that the community agency offers so that when the indigenous are through with their college education they can work in the community agency and represent Aboriginals. To evaluate if the services offered are appropriate, it would be necessary to seek the views of the Aboriginal people regarding the services (Australia. Dept. of Education, Employment and Workplace Relations, 2011).
