The fundamental objective of performance management is developing and improving performance effectiveness of the workers. There are various challenges associated with achievement of effective integration of learning and development and performance management. Owing to emerging needs and changing customer’s needs, there will always a disparity of matching the needs of performance and what is prescribed in learning and development. The developing trends always make sure that there is something that has to be done to integrate learning and development and performance management. Consequently, the cost of learning and development keeps on changing hence making some organization to allocate a small budget to it due to financial constraints. The organization has to evolve to catch up with the emerging trends in order to be competitive. Most of the time there is the challenge of the wrong design. The tools and system of performance management have to fit with the required needs of the organization. A mismatch between the needs and learning and development design is not helpful to the organization. Absence of effective performance appraisal can be a challenge towards achieving the integration of learning and performance management. Performance appraisal has to determine whether the needs of the organization are being met through learning and development. The gap between performance and the needs of the organization can only be breached when proper performance appraisal is carried out. The interdependence of performance and training reveal that there is a constant need to determine the needs of the organization through performance appraisal. Performance appraisal has to communicate the needs for training and development within a good time for effective design to be developed. Failure to determine effectively the needs of the organization leads to effective design that does not help performance management.
