Exporting Australian quality and safety healthcare standards to China

Abstract

There is predicted a shortage of nurses in the world which has put the provision of healthcare to be a concern to many. When taking a close look at China, we find out that there are concerns about how to have a sufficient number of nurses that are going to give sufficient nursing support system and a healthcare system that can bring up nurses that are qualified and a system that can be able to retain nurses in China. However, looking at the level of development of the health system and education in the medical field in Australia you find out that there is a possibility of Australia being one those countries that can export nurse and its health education to China.

The paper looks at the standards that are there in China and Australia education and how they can trade and cause a positive impact in both countries. With the rise in population in China then there is a need for the country to ensure that there is quality in the education systems and produce graduates who meet the standards that are required to cater for the rise in population. One of these ways of ensuring that there is quality is importing labor from Australia being one of the countries with a very high quality of the health education.

Introduction

In the world, China is one of the countries with high population. It is approximated that China’s population represents approximately one-fifth of the total world population. However, the country has an increased population of the older residents while a there is a massive shortage of nurses to take off the old growing population. To government should ensure that the country meets the growing health demands by undertaking a lot of health care reforms to ensure that it meets the required qualities and accessibility to healthcare by all. If the government succeeds in putting this reforms in place, then it is going to influence most of the factors like the social, political, and economic factors that are going to prosper. Any nation that has the old individuals making most of its population is likely to face difficulties in its healthcare sector. The government will be required to ensure that this population is constantly taken care of through easy access of healthcare sector. China having realized this, it has constantly tried to ensure the right measures taken always try to improve the healthcare sector.

There should be a mechanism to ensure that there is retention of those nursing graduates within the Chinese healthcare system and building the capacity of continuous improvement without much straining for the success to be realized. The government of China has introduced several incentives in ensuring the healthcare sector is vibrant. Evidence has however shown that for high standard levels in the healthcare in China will require some international support to succeed. Therefore it has been suggested that China should outsource international countries that have very high standards of healthcare education and enable them to come up with proper structures and systems that are going to take them to the next level. Oversees employment will be one of the measures that will bring in skilled labor ensuring that this success is in place. Through imported employees, then it is possible that employees from those nations that have successfully put in place healthcare systems that are efficient and policies that have seen it continually improve are going to get into China and assist with the knowledge of putting the systems in place.

Australia being one of the countries in the world, then is prudent that China should consider importing labor from this country with the fact that Australia is somehow close to China which means that the climatic conditions are going to be easily adaptable to those who are going to work in China. Being ranked as one of the countries with high-quality healthcare provision services which have seen continuous improvement. With the way the arrangement of health systems have been made in Australia, its collaboration and export of its labor force to China is going to improve the health care status in China. The introduction of imported labor force from Australia is going to introduce their skills and suggesting other better policies that are going to see the improvement of this sector. Apart from the labor force, the education sector plays an important role when it comes to ensuring that healthcare sector is standard. There is a need to ensure that China imports those who have put up the education structures in Australia that have seen a continuous production of graduates who are well equipped. Australia Policy makers are going to provide insights to the Chinese graduates on how to have quality health care system and also be able to educate them on how they will ensure that health care is continually improved. With the fact that Australia has been able to put up a very vibrant health care system, then it is possible for players from this country to enable China to achieve its target of ensuring a quality vibrant health system.

Problem Background

Due to the growth of old population in China, there is a continuous increase in demand for the health care facilities. The government of China has always tried to ensure that the healthcare systems are one of the best. However, this has not been possible as the healthcare system in China is not capable of handling such a population. The growth in demand for the healthcare services has forced the government to come up with policies that are going to ensure that there is an improvement of the healthcare system in China. In the recent past the government of China has been looking for a various way that it will ensure that it has led to the success of healthcare in China (J. Zhu, 2014, pg. 423). Improvement of the healthcare sector requires a lot of engagement and policies that are vibrant for its improvement.

Classification of nursing education in China has three levels; the Diploma, advanced diploma, and baccalaureate. Those that are diploma holders are junior high school students who are brought in to acquire technical skills about nursing profession for three years. Those who pursue advanced diploma are high school students, who are brought in to study much about the nursing profession, and their place of learning is in universities and colleges where they receive several skills that are related to nursing, and this education is both theoretical and technical. When you look at the Baccalaureate Degree, it’s taught in the universities where top high school and diploma students are selected to join the University to study advanced nursing. The training done here are general which contain theory and other nursing skills. There are broad studies provided at this level and also, related sciences are taught to ensure that the student has a wide understanding of the healthcare related issues. Any student who goes through this is said to have a very strong foundation in the nursing field. The program runs for five years and whoever completes this education can be able to work at advanced levels of medical fields including management fields (F. Wong, 2012, pg. 38–44).

Also in China, there are both the masters and doctorate programs that are majorly meant to provide deep knowledge in the medical field for scholars. The student here does a lot of research and makes a lot of discoveries that are going to improve the trend and provision of services in the healthcare sector in general. They usually conduct research that is going to enable the make new discoveries which are meant to ensure that advancement made in the medical field. Regardless of this, the medical education in China is said not to be up to the required standards to ensure that China provides top healthcare services. When you take a close look at those countries that have been able to provide services that are of high quality in their healthcare sector, you will find that there are some of the policies and mechanisms that are missing in the Chinese healthcare system. However, the Chinese government has been advised to source for international labor to ensure that improvements brought by the foreign labor force assist it in reaching the required standards.

Australia being one of those countries that have a good reputation in the healthcare sector it is advisable for China to import workers in this sector to enable them to realign the sector up to the required standards. Australia has very high standards in the health sector that if any other country can match then, it is capable that they can have good health care systems. By importing this knowledgeable scholars and laborers, then it is possible for China to be able to try and imitate the measure that has been put up in Australia for years to ensure a standard healthcare. Australia also should be willing to let its workers work in China for them to assist in the improvement of the healthcare sector. In return, the Australia government is going to get foreign income. It is important for countries to share skills for the betterment of the services provided to their citizens.

To ensure capacity building, then it is necessary that education institutions put in place policies that are going to ensure high-quality education measures. High-quality education is going to ensure that graduates produced Australia education centers are well equipped with the required skills and they are capable of providing quality services to the citizens of the country. With the fact that Australia has been able to produce enough labor force in the health care sector, it is prudent that it exports some to other countries like China (F. Hu, 2005, pg. 217-219). This sharing will ensure that the countries are in a position of ensuring that they share knowledge which is going to improve the economic status of these countries.

Objectives of the Study

The major purpose of the study was to determine whether it is possible for Australia to export its higher standards of healthcare labor to China. On the other hand, we sought to determine the health care status in China and determine whether there is a need for it to get assistance from other countries which have been able to put in place a very vibrant and standard health care systems. The impact of high population and the growth of the number old age population were one of the objectives that were analyzed and also the need of expansion of the healthcare sector in China. Other objectives of this study will include;

  1. To determine role of Australia in the improvement of healthcare systems in China

  2. To determine whether the healthcare systems in China are sufficient enough to cater to the needs of its citizens.

  3. To know whether the education systems in China can produce graduates that can execute their skills in a required manner

  4. To evaluate the better ways to follow in the improvement of health care in any given country.

Research Questions

This section enabled us to proceed with the study through determining the questions used in getting the information required from the respondents. To enable this comprehensive questions that cover the whole research requirements were listed here to ensure that nothing important omitted on the course of collecting data. The questions include;

  1. Is the healthcare sector in China able to provide the required services to citizens?

  2. What are the reasons as to why the healthcare sector in China is not well developed?

  3. What is the role of the education system towards achieving standard healthcare sector?

  4. Does Australia contain the capacity to export health sector workforce to China?

  5. What is so unique in Australia that makes it be having the high standards in its health sector?

  6. What are some of the importance of a standard health care sector to a country?

Significance of the Study

Through this study, both Australia and China are going to have a very big impact in their healthcare sector, as there are many factors looked into about the health care sector improvement in both countries. Also, of importance is how the countries will share their human labor in the healthcare sector. In this study, the significance of education is looked into because they are very important, as graduates will have the required techniques that enable then provide services that are of high standard. The education system should be one that provides skills that are consistent with the prevailing conditions in the health care system (Hurst, 2005, pg. 25).

The importance of learners frequently being exposed to practical skills which make them ready to perform their duties upon completion of their studies has been discussed in this study. Practical skills, on the part of learners, are one of those, important parts in the improvement of the healthcare sector. On the other hand; health professionals should always be motivated to ensure that they have the motivation to carry out their responsibilities in a manner that is up to standard. In Australia what makes the healthcare professionals to continually provide higher standards us due to the fact they are regularly appreciated and recognized for what they are doing day in day out. The reward for their job is always high making them commit themselves towards the delivery of services that are quality (E.E. Eddins, 2011, 30-33).

The conducted training is going to be consistent and practices should be reminding the healthcare professionals of up to date practices that are going to make the provide services that are helpful to the citizens. The recognition of the healthcare workers is going to ensure that there is retention of nurses who are going to practice within China instead of them seeking better services in other countries. In any country when a country can retain their top talents then good progress is going to be made in various sectors. The nursing opportunities should be regulated and be accessible to all. The regulations that are going to ensure that in place are going to ensure that the whole population is going to be thoroughly be controlled ensuring that the medical profession put in place are up to standard. The above facts have extensively been discussed in this study to ensure the impact of the change seen in the two countries.

Theoretical Review

The theoretical that exists indicates that there is always significant improvement in the healthcare sector when the education systems are improved to fit the required standards. Health care systems should be in the way that they meet the requirements that the citizens expect from them. Theorists indicate that education is the basis of any quality system in the health sector. The status of the mind of those dispensing the healthcare sector practices is one of the ways that is going to ensure that the services are of high standard. The state of mind makes it necessary for health workers to be recognized and be motivated when performing their duties. The health workers should frequently be trained on emerging trends to ensure that all the functions that they are dispensing are up to date. In the recent past, countries have experienced export of healthcare education. There have been healthcare workers moving from one nation to the other so that they can enable those countries that have limited health care workforce this has enabled them to achieve the dream of providing good healthcare system. With the standardization of the international healthcare education, then it is possible that nurses can move from one point to the other without facing a lot of difficult. However, working permits in various countries is a nightmare hence making it necessary for this country to relax procedures in which those in the nursing profession will be able to acquire their working permits.

Literature Gap

Based on the research done, there exists a gap between the scholars who have looked into this topic of research. They have not been able to identify the reasons as to why there exists a difference between the standards of healthcare systems in Australia and those of China. Discussions regarding the importance of sharing of the healthcare knowledge between Australia and China to date have not yet been looked into comprehensively. The problem of china’s healthcare system has no comprehensively been studies taking the importation of labor force into consideration. However, in this study, this is one of the factors that have extensively been discussed to see how it will improve the health care in China and benefit Australia.

Methodology

An analysis developed in this research study on the methodology through the study approached is in a manner that it ensures the required results and data obtained without any difficulty. The designs and the samples sizes are being brought out in the study in a manner that their identity will be easy without any difficult. The section tries to show the approach used in the collection of data and other methods of analysis that ensured that all processes are integrated to ensure that success achievement in the whole study. The objectivity and accuracy of the study were carefully observed to ensure that the required results obtained without any difficult, and this section is going to be the most important.

Research Design and Sample

The research design prominently based on theoretical values in which, already collected data used in ensuring that all the required data for the research obtained from the previously gathered information. From the previously existing data then the research is going to develop its data that are going to answer the research questions. The secondary sources of data chosen due to the fact that they reduce the cost and also do the research to be some simple. Diverse materials used so as to make the study more relevant as it will rely heavily on the secondary data. Diverse materials required intensive analysis so as to be able to bring out the required results. The sample size used depended on the various materials available. The design and samples used all of them were such that to make the whole study to simple and reduce the cost.

Data Analysis and Interpretation

Finally, the proposed study will analyze the collected data quantitatively through the quantitative statistical analytical tools such as through charts, graphs, and other inferential statistical tools. In this regard, as a means to support the data analysis process, the proposed study will use scientific tools such as the SPSS to aid in the analysis and interpretation processes. Such a toll adoption will increase the quality and efficiency of the data collection process (Albright, 2011, pg. 23).

Materials and Methods

Inclusion criteria

Different places and healthcare institutions ranging from educational centers from both Australia and China were studied we to ensure facts about them are well got to bring out the required differences. The data was collected from the two countries to enable us to see the difference that exists between the health care status in Australia and that of China. Universities, Colleges, and the whole education curriculum were involved to ensure that the education systems in the two countries compared. The healthcare institutions in the two countries were compared to ensure that the level of difference in the two countries brought out well. Institutions like health centers, research centers, and referral institutions were all included to ensure that the difference in health care status well identified for the comparison.

Data collection and analysis

At the first stage, we reviewed the existing materials of research previously conducted. Different literature reviews that were related to the study observed keenly, and relevant data obtained from them. Different scholarly researchers were read to ensure diverse data obtained in the process. Different official and unofficial documents were retrieved and read in the process. From the study of this documents, retrieving of relevant data done making us have the relevant information for our study. Google was a major source of scholarly resources and data used in this study. The English language used in the research where the main searches based in bought the healthcare system in China and Australia. Also, healthcare education system was one of the major searches done. All these done ensure relevant data obtain for accurate results and conclusions. From scholarly researchers, references obtained, and the articles discussed manual searched to ensure the information recorded not distorted in any manner. The further could lead us to other studies and other facts that we could not obtain from search articles. International websites meant for the institutions that provide healthcare services, related healthcare ministries, research institutions and other scanned documents in search websites were read and data obtained. Where additional explanations were required, we could seek clarification from experts who could further explain them to us (Patzer, 1995, pg. 2).

With the fact that the research focused on the export of the healthcare quality and safety standards from Australia to China, first of all, materials that meant to compare the healthcare system in Australia and China obtained. As the research proceeded, the objective was narrowed down to the difference that existed between the health care systems in Australia and China and the way healthcare system in China could be improved to be on par with Australia. Research on the need for export of the standards and quality levels that are in Austral to China thoroughly researched. A thorough survey was conducted to ensure that the research obtained the required results with accurate information obtained from the healthcare system facilities in the two countries.

Results and Discussions

The study found that Australia has a more developed health care system as compared to China. The healthcare standards in Australia are ranked number six having moved one step upward in the year 2013. The policies that have been put in place in Australia to ensure that the healthcare sector is improved are complex and the technology used has been able to boost its healthcare system. The expertise in Australia healthcare sector is higher compared to that of China. Australia has taken the time to develop its healthcare sector making to have a system that is affordable and easily accessible to all those who require it at any given moment. The education systems supporting health care education in Australia are well organized ensuring that professionals produced can tackle the prevailing conditions in this sector. In China, the healthcare system is not well developed because of the continuous increase of the old population who require frequent health care. The growing population has made it difficult for the existing healthcare systems to handle the growing number of those who need the services. The education structures in China is not well developed making it difficult for those that are undergoing the training to have the latest knowledge required to ensure that quality healthcare is got.

A country that lacks enough quantity of healthcare facilities, it becomes difficult to give out the required healthcare services. In Australia, the healthcare facilities are many making it possible for this country to ensure that it provides services that are of higher quality and standards. There is a need for China to borrow this policy and ensure its people are getting the required services for them to live health. Though the government of China has tried to put up a measure to ensure that the health care sector has improved, there is a need to acquire services from Australia which is one those countries have robust healthcare sector. The use of healthcare technology in the conversion of the herbal medicines that is common in China into durable medicine can lead to the improvement of the healthcare sector.

The major reasons as to why the healthcare sector in China is not well developed include the fact that there are no experienced experts that will put in place policies that are going to ensure the growth of this sector. You find that those who are in the education sector learning to be laborers in the healthcare sector lack enough practical skills that will expose them to real life situations. Those I the healthcare professions lack continuous training that is going to expose them to the latest situation that arises in the field. Whereas Australia ensures that efforts to ensure that quality is obtained in the areas mentioned above by having research institutions and training programs for their healthcare professionals China is not doing much to ensure that happen. Another reason why China is not providing the required standards and quality to their citizens is the lack of enough healthcare facilities that can provide services to its growing population. The growing population is also an obstacle once it comes to healthcare provision. Hence measures to ensure this is collected must be put in place.

The education system in Australia has played an important role in ensuring that the healthcare system is of high quality and standards. The education in Australia is designed in a manner that it is going to ensure that graduates who are produced are the finest. The education structures are such a complete profession is produced at the end of the course. The policies laid down to ensure that the healthcare professionals continually train to become updated with the prevailing conditions in the sector. In China, the education structure is not well-laid something contributing to the not well-developed sector. When good education is imparted on those training to become professionals, it is possible the healthcare sector to be moving in the right direction. Public education also plays an important role in ensuring the progressing of the healthcare sector. The policies put in place in Australia should be introduced in China to ensure that the healthcare education in China is producing high-quality professionals who will propel the healthcare sector forward. China should at least import those education stakeholders from Australia who will introduce policies to ensure the progress in the education sector. Where fine professionals provide services, the likelihood of increased healthcare will result.

The increasing number of professionals in the healthcare sector of Australia makes it possible Australia to send workers to work in China. China, on the other hand, has a shortage of workers in the healthcare sector. This gap provides an opportunity for Australia to export its health care quality standards to China. The required by China to improve its healthcare status makes it necessary for Australia to Export its workers. The export of workers will make Australia earn foreign exchange while China will have high-quality professionals that will improve its health sector.

A unique feature in Australia’s healthcare sector is the ability to provide quality services to all citizens regardless of the position/ rank in the society. There have not been cases where the healthcare sector faces shortcomings. The healthcare sector in Australia is well organized that the delivery of the services is timely. The number of healthcare facilities can cater the requirements of the citizens making to be ranked as one of the tops in the world.

Standard healthcare systems in the country are a sign of good health. The life expectance age is higher in Australia compared to China. Making the citizens increase productivity as they get standard services making them not to fall ill frequently. Health is wealth any country that has standard health care services will see the economy developing well without difficulties.

Conclusions Implications and Recommendations

From the study, it can be seen that it is important to ensure that the healthcare standards in any country are of higher quality. Australia has made a huge progress regarding developing its healthcare system. The healthcare services in the country are well organized causing a positive impact on the part of the economy. Where there are good policy makers, then vibrant sectors are laid down leading to a positive impact in the provision of services. China has not taken much time in the development of health care sector. The use of herbals up to date as medicine means that China has not impressed technology in the development of the health care sector. The growing population is causing a challenge towards the development of the healthcare sector. There are few healthcare services in China compared to the growing population in China. The population has made it difficult to ensure that the healthcare sector is developing well without any difficult.

The education system in Australia has made it easy in the development of a vibrant healthcare sector. Professionals produced from colleges and Universities have practical skills making them be at a position of providing quality health care services. There are programs meant to provide continuous training to the healthcare professionals in Australia updating then on how to handle arising issues in the sector. All the above factors enable Australia to have top and fine professionals providing quality services. In China, the education system is not well structured to produce graduates who are to and fine. Innovation has not been given the required emphasis in ensuring that better methods used in the provision of healthcare services. There is a need for China to borrow many policies from Australia in the quest of improving its healthcare sector.

There is a need for Australia to export its professionals to China to assist in improving the healthcare services. With globalization, exchange of knowledge is necessary, as no single country is capable of serving itself without needing the assistance of the other. China should have a provision to relax the regulations that are required for healthcare professionals to obtain working permits in this particular country. It is apparent that Australia and China should exchange in the healthcare sector to ensure their citizens are receiving the required healthcare services.

Healthcare services can be improved through immunization of the education systems with the healthcare facilities and all players in this sector. The healthcare policy makers should take a keen alignment of those that are learners with those who have practiced for long so that they can get practical skills that can make them be top professionals.

Implications

The implication of having an export of the healthcare policies of Australia to China will be an improved healthcare system in China saving many Chinese citizens from suffering. However, the export of healthcare standards may be hampered by language barrier between the two nations. When this healthcare standards are going to be improved, the citizen in China are going to receive healthcare services that are of higher quality than normal. If Austria exports its education experts to China, the education structures and quality are going to be improving towards producing quality graduates. This at the end is going to see a health nation on the long run. When the citizens are health and receiving quality services, the nation is going to improve in its economy.

Recommendations

It is prudent that exporting Australia’s healthcare quality and standards to China because it will lead to improved health care system in China. Education is one area that will make possible the export of this standard making it necessary in the laying of policies. The sharing of policies for the improvement of the healthcare sector in China is very necessary. The Chinese government should relax the work permit procedures for healthcare sector laborers to ensure that they get several international employees who will introduce new ideas. Technology in the healthcare sector should be impressed in China to ensure that the standards of the health care services provided are modern and of high standards.

Limitations and Future Research

The limitation of the research is that no actual data collected hence the results may not reflect the actual results. In the future, researchers should take time researching the topic to get actual results.
