Reducing inequalities

Reducing inequalities between indigenous and non-indigenous people

The four countries, Australia, Canada, USA and New Zealand have big differences between the indigenous and non-indigenous people. The indigenous people in these countries suffer from the same problems and they require similar measures to address the inequalities. Kaufman gives some policies which would assist to narrow the gap between the two groups of people. One of the policies to reduce inequalities among the two groups of people is improving education for the indigenous people. The curriculum should be culture sensitive so that the indigenous people can be able to understand what is being taught. Indigenous instructors and teachers should be employed so that they can teach the indigenous cultures and languages that these people value so much. In addition, the education policies should have special programs designed within the mainstream education undertaken by the non-indigenous people. This will reduce the inequality in education between the two groups of people. The governments with collaboration with the ministries of education should also introduce the cultures of these indigenous communities to the urban district schools, so that non-indigenous students can learn to appreciate the indigenous communities (Kauffman, 1988).

The other policy, according to Kauffman, is for governments to improve income support for these indigenous communities. In these countries, indigenous people are not considered as citizen. They therefore receive very little income support from the government unlike the non-indigenous communities. The governments should develop and encourage community development projects that will promote self employment. This will help the indigenous communities to improve their economic welfare since they have limited employment opportunities unlike the non-indigenous counterparts. This will also reduce dependency on the government for economic assistance. The other policy is improving the health systems for the indigenous people. The indigenous people experience a lot of problems due to their geographic locations. Most of them reside in very remote areas where accessibility to healthcare facilities is a problem due to infrastructure. The governments should come up with plans and projects to improve accessibility to health care facilities by the local people. Decentralization is also necessary so that the indigenous communities can have autonomy over control of their health facilities and resources. This will help to reduce the inequality between the indigenous and non-indigenous communities.

From the discussion above, one of the policies of reducing inequalities between the indigenous and non-indigenous communities is improving education for the indigenous communities, who are usually disadvantaged when it comes to education facilities. Below is an example of how the governments have taken steps to improve the education system for the indigenous people. In New Zealand, 1989 Education Act makes it a requirement that school boards integrate the culture of the Maori communities into the school curriculum. The language of instruction is Maori, so that students can understand well. In Australia, the Aboriginal education system policy integrates the culture of the Aborigines with instructors teaching the indigenous language and culture. In the USA, the government established free education for American Indians. In addition, the management of tribal schools was transferred to the tribal authorities (Patrinos, 2004).

The above policies have been successful in reducing the inequality between the indigenous and the non-indigenous communities, though not entirely. The American Indians have started appreciating the role of schools and most of them are now attending schools to completion. In New Zealand, the introduction of a bi-cultural curriculum allows the non-indigenous communities to start appreciating the indigenous communities. In Australia, the culturally sensitive curriculum is incorporated to the main educational system. This means that all students have access to the same education curriculum. Eventually, this reduces inequalities between the indigenous and the non-indigenous communities, as education offers educational and employment opportunities for the future for all students. However, a lot still needs to be done to narrow the gap between the indigenous and non-indigenous communities.
