Language is the key tool of thought and perception. It is the art that describes who people are. By nature it is competence that is shared by community; grammar, phonology and lexicon. Language keeps changing, at times speech changes wholly into anew version. This brings differences in the way people present themselves. People are supposed to come up with theoretical perspectives on cultural and social qualities of a language this is done by looking at the methodological emphasis of language by the way it is communicated and how people interact. Language usually develops a particular pattern of thought. The issue of association comes in. It involves particularism and universalism.

The Rupe Language

The relationship between culture and language is important in the determination of a language and social action. Language contact involves the concepts of culture and language. Change is an important factor in this case involvement with neighbors brings effect to the language. Permanent change leads to various linguistic practices that lead to borrowing cultures, diffusion, syncretism and translation. Colonization and displacement have highly altered and destroyed cultures thereafter new languages like Rupe are born and extinction of other languages. The birth of new languages is not related with social condition of their coming up. The Rupe originated from plantations, starting with the cultural concept the social organization of the plantations, with practices that retain the culture and work related activities, led to the birth of Rupe which was inevitable (Jourdan & Kevin, 2006).

English is an international language because it is spoken by many people who speak other languages in both local and global sense. English is the key language of Canada, Australia, USA and UK. It used for international communication and it becomes embedded to the culture of a country which is used. The main aim of English being an international language is the aspect of sharing ideas and culture. There is a strong relationship between economic wealth and efficiency in the language, and the part that the language education policy and practices play in promoting this. Several countries around the world use English for learning. Individuals who do not afford such instructions close many doors, when it comes to issues concerning higher education. English is used in the 21st century in theeducation systems: because itequips young English speaking people with open, flexible paths of communicating in a large community. For example to show is to demonstrate or establish, persuade can also be used as assure, convince or satisfy and argue is used to refer to reason, debate or discuss (Jedwab, 2008).

Possibly Rupes are minorities of Canada. They come from different regions who assume all people understand them. Rupes understand forms of vernacular English language. Rupe is not based on the mother tongue, but it is based on adopting English as the commonly used language in public places and at homes. The Rupe populations are people who use English as their first official language. They are spread all over Canada. All rupe have made language transfer; there is a clear distinction between Canadians and Rupes from birth. Mobility of Rupes in Canada and their part in international immigration increased the growth of English speaking. They mostly originated from Ontario they experienced migration to other provinces there are some who settled in Ontario while others moved to other provinces. .Their negative migration decreased by 6O%in 2008.Intergenerational linguistic highly favored the Rupes testify having benefited from the group intergenerational language mobility from English. The change in the linguistic nature increasing index is influenced by English (Jeanne, 2010)

Rupes use their language as a primary language while English is used as a secondary language. Rupees experience differences in language transfer rates; in this case children who are below 15 years mostly use English at home other than Rupe. The oldest members made complete language transfer. Young members of the community had intentions of leaving Ontario to other places for occupational reasons. Language barrier makes minority rupes to receive less medical care because it is important to have a common language between patients and health care providers. Rupes use English with medical professionals. There is support of art and culture which is the primary element that targets Canada’s linguistic duality. In this case art and culture are necessary for the growth of the minority official language (Jedwab, 2008).

Rupe is a young language because there are some words that are used with no alternative terms like ocean, beef, pork, leather, artist they don’t have alternative words that can be used to explain their meaning these is the reason why it is worth saying that the language is still infant and it needs to grow. It is important for this rupe words to have more than one alternative meaning. Sex has only one alternative word that is used as ‘to plant a wise one’. One word is also used from puberty to death while rain has also one meaning it can be used for snow. These words with one meaning should have at least two alternative meanings because of the diversity and growth of other tribes and languages. At least the word man and woman have two alternative words that can be used synonymously. For a woman one can use mother or wife while for a man it can synonymously be used with father and husband. Praise is translated using conciliator or peacemaker.

Other words like terrain and designating have at least three words that include rolling, absolutely flat and slightly these terms can be used interchangeably to give the same meaning also children has three terms including wise small one, little stargazer and the innocent wise one. Theater has four meanings in this case it can use stage, drama, play and acting and seven terms are used for the time one is born till puberty. They use 20 terms for books and several words are used to describe children, precipitation and leader of which the other terms used are plural.

People’s involvement in the community and participation in community activities are recognized as dimensions of life in the society which contribute to the development and maintenance of social support networks. Development of social network is the main component of the community development. They participate in volunteer activities; become members of association organization and informal care giving light the extent to which Rupes are involved in local group meetings and their community.

Rupes adults participate in various activities like farming and keeping animals. Most of the Rupe adults belong to organizations, networks and associations. The volunteers are not paid but with the assistance of activities the individuals live in good household with good living standards. Activities that Rupes are involved in led to the development of the community. Their participation level in the activities is almost the same in all areas. There is no common language used when carrying out activities. In this case, rupes’ involvement in volunteer and day-to-day social support activities are done more often. English is the commonly used language during involvement in organizations, associations or networks. It is seen in rupes and their environs, regional disparities are small for involvement in the day-to-day activities compared to other community work (Floch & Pocock, 2008)


To conclude, rupe tribe is still young and growing as evidenced above. Constitutive is used in this case to give the clear picture of Rupe language, which makes it possible to have new meanings. Human beings cannot be complete without language. Rupe words in this case are given meaning to the things they are attached to and the ideas they represent. Examples used in this case are words like man and woman they have two alternative words that can be used synonymously. The most admirable part of the rupe society is that the members are hardworking; they are involved in farming and animal keeping. Their community is developed because from the evidence, it is seen that the members live in good households and their cost of living is high.
