A solar project is to be undertaken by the Alternative Technology Association (ATA) in East Timor communities. Hence, a sound project plan is required by the International project manager to get approval from the ATA Board.
1.1 Executive Summary
An outline of the plan has been provided in this regard. This plan contains the important steps in the management of the project. Thus, the Plan begins with an Executive Summary, Project Description and the Project Management Plan with relevant sub-sections. This plan suggests recommendations for the issues identified by Kate Greenwood, with respect to solar project implementation in East Timor.
1.2 Project Description
The ATA has collaborated with Timorese communities to provide clean and renewable electricity, and installed solar power systems in community centres, health clinics and schools of East Timor. Around 20% East Timorese homes will not be connected to the mains electricity grid. This is due to their location on remote mountainous areas[ CITATION ATA13 l 1033 ]. Therefore, solar lighting will be most beneficial for them, and this is an inexpensive and clean way to improve quality of life.
Project Management Plan
The Project Management Plan (PMP) is an approved and formal document that manages project execution. It specifies the necessary actions to define, prepare, integrate and coordinate the different planning activities, and describes execution, monitoring, control and closure of the project. It is frequently updated during the project.
This plan is essential for East Timor’s solar project, since many activities, such as coordination with community authorities and continuous monitoring and control of the project, are needed.
2.1 Risk Management Plan
Risk management consists of risk management analysis, control, identification, monitoring and planning. Several of these processes are revised during the project lifecycle, to deal with new risks that arise. Risk management aims to reduce the impact and probability of adverse events in a project, whilst taking advantage of events with a positive influence[CITATION Kad10 p 629 l 1033 ].
In the present solar project, risk management plan is necessary as the project may undergo technological, financial and environmental risks due to East Timor’s geographical location.
2.2 Contracting Plan
CMP is the primary document guiding the coordinated efforts of the contract management team throughout the term of the contract.
This plan is essential for coordinating the entire workforce, like project managers, attorneys, funding officials to ensure seamless progress in the solar project.
2.3 Project Control Plan
This plan is indispensable for the present project, as it identifies essential procedures for project and product control; defines suitable project standards, and necessary performance levels and tolerances; ensures presence of communication systems to coordinate activities among the project organisation’s members; ensures establishment and control of product baselines; aids in the control and management of project changes; minimises unexpected effects of changes; and promotes better developer productivity[ CITATION Sof17 l 1033 ].
Communication systems are indispensable, as this project demands coordination among many stakeholders.
Kate Greenwood, the International Projects Manager of ATA, declared that the difficulty was not with technology, but the critical issues related to community buy-in, maintenance and long-term sustainability. Provision of solar power to the entire community requires community engagement and mobilisation[ CITATION Gre161 l 1033 ]. Thus, a management committee should be formed, money collected and local technicians hired to maintain the solar systems.
This ensures low-cost, sustainable and environment friendly solar powered illumination and electricity systems for households, which increases productive activities, and social and economic development.
2.4 Occupational Health, Safety and Environment Plan
An Occupational Health and Safety Environment plan is essential for our project work due to the following: it ensures compliance of design and plan of the solar plant with all relevant requirements and regulations; safeguards workers’ health and safety; reduces damage, accident risks and theft; diminishes risk of environmental damage; enhances onsite productivity; and provides recommendations for future safety maintenance[ CITATION SGS17 l 1033 ].
East Timor is a remote mountainous area, where safety and health care should be accorded the utmost priority, while commissioning any new project.
2.5 Quality Assurance Plan
This plan is required for the present solar project because the Project Quality Management Plan documents the required information for efficient management of project quality from planning to delivery. It specifies a project’s procedures, quality policies, criteria for and areas of application, functions, authorities and responsibilities.
Since, the East Timor solar project should provide environment friendly illumination to households, the project team should be more cautious vis-à-vis the work quality.
2.6 Document Control and Information Management Plan
This section is not necessary at present, for the East Timorese solar project. This is because, the actual performance should be compared to the plan, and the necessary preventive or corrective action must be assessed[CITATION Pro08 p 113 l 1033 ].
It is relevant only after the completion of the project.
2.7 Relationship Management Plan
This plan is essential for the present project, as the effective project quality analyst should work closely with the development organisation. Every part of the process should be grasped thoroughly and customised for projects.
Project quality analysis can preclude undesirable project outcomes with respect to the present solar project.
2.8 Knowledge Management Plan
A Knowledge Management plan describes the information required for a specific project; knowledge created by it; procedures, functions and technologies that will be used to manage knowledge; and actions to be taken for implementing it. This is important for our solar project, since technological advances will help the project to be completed in a shorter period.
Project Review Plan
This plan is not required, because, work has not yet begun.
Because, this part of the plan requires the ATA to identify the problems with the work done so far, and defines the roles and responsibilities of stakeholders to address them.
2.10 Organisation Plan
Project Organisation describes the plan’s human infrastructure. It defines the project organisation chart, functions and relationships of the project team, and clearly identifies roles and responsibilities of each position. It provides a standard set of customisable roles and responsibilities[ CITATION Sof172 l 1033 ].
With this plan, clear roles and responsibilities of the East Timor solar project team will be defined.
2.11 Project Closeout Plan
For the solar project, at present, this plan is not required.
Nevertheless, this plan is needed only after completion of the project. Because, this Project Close Out Report reviews and validates the important stages and success of the project; confirms pending issues, recommendations and risks; highlights activities and tasks for closing the project; and identifies project highlights and best practices for future projects[ CITATION Lan133 l 1033 ].
