Occupational Noise Monitoring of Workplace

The report on occupational and environmental hygiene presents occupational noise monitoring over a period of one day using various noise monitoring devices. The noise monitoring was conducted on 23rd August 2011 at the request of the management of an Australian company. This workshop was done with the aim of ascertaining whether the noise level emitted in the workplace exceeds the international and Australian exposure standard and if so necessary control measures should be taken to reduce the risk. The occupational noise monitoring started at 8 am and was completed at 5 pm.

The noise monitoring and assessment was done to analyze the level of exposure to workers and therefore give necessary recommendations. All the noise measurements were in accordance with AS1269. According to the “NSW Occupational Health and Safety Act of 2000”, it is a statutory requirement for all employers to make an assessment of the risk to all potential exposures in their workplace. Furthermore, the OHS regulation of 2001 Part 4.3, Clause 49 partly states that an employer must take necessary control measures when a person is exposed to noise levels which exceed 85 dB (A) of exposure over a period of 8-hour Leq or a peak in excess of 140 dB (C).

Methodology

Area monitoring and personal monitoring were used to measure the level of noise exposures in the workplace. Area monitoring is recommended, by OSHA, to take measurements as opposed to personal monitoring in a place where noise levels are somehow constant and where the persons remain fairly stationary in the entire work shift. In areas where there is high worker mobility and where noise levels highly fluctuate, personal noise monitoring is recommended.

AS/NZS 1269.1:2004 standards were adhered to when conducting personal noise monitoring. Dosimeters model 706RC serial number 17600 was worn by employees as stipulated in AS1269. The general noise level in the room was measured using a sound level meter. All the equipment were independently calibrated prior to the workshop.

Table 1 in the appendix summarizes the results of the noise monitoring level from 8 am to 5 pm. From the results, the 8-hour Leq was 86.7 dB (A), which exceeds the daily exposure limit of AUSNZ of 85 dB (A) over an 8-hour Leq. A daily dose of 149.5 was recorded despite a projected dose of 132.9. The peak, which is the maximum allowable single-event exposure, was 133.8 dB(C) against the 140 dB(C), which is the allowable limit.

Discussion

The results of the noise exposure monitoring as indicated in the table 1 in the appendix section show that the average of noise levels over the day exceed the AUSNZ standard of Leq, 8hr of 85 dBA. These average measurements of noise levels coupled with individual sample analysis illustrate that there is a high and significant risk of potential noise impact as a result of excessive exposure to noise. From the table, a summation of the percentages of noise levels above 85 dBA is 32.3%. These sampling periods in excess of 85 dBA were many during the day and most of them lasted for long periods of time. They therefore contribute excessively to the workplace overall exposure. Although there were no instantaneous noise levels which were above 140 dBC, a peak of 133.8 dBC is equally high. Therefore, corrective measures should be implemented. High Leq measurements of above 85 dBA were recorded consistently between 11.50 am to 1.02 pm. This duration should be put into consideration when putting in place corrective actions as it is the time when workers are at risk of being constantly exposed to high levels of noise above the allowable limit.

The analysis of individual samples results of the noise monitoring indicates that Leqs of 87 and 87.5 dBA were the most frequent above the standard 85 dBA. These high levels of noise generated in the workplace coupled with longer durations of exposure might impact on the hearing capability of workers. These levels are a major concern to the workers despite the differences in sensitivity to noise exposure among workers. Since it is a recommendation by “The NSW Code of Practice for Noise Management and Protection of Hearing at Work 2004” that workers whose average noise exposure levels exceed 75 dBA undergo audiometric testing regularly, measurements of 86.7 dB (A) over an 8-hour Leq must be mitigated promptly. Regular audiometric testing of workers should be done basing on the current level of exposure to noise and a review of the results of past audiometric tests.

Conclusion and Recommendations

The workshop findings revealed that the noise exposure levels exceed the NSW OHS Regulation 2001 standards and the requirements of Leq 8hr of 85dBA. The exposure is likely to approach which may exceed the exposure standard thus posing a significant risk to workers in the workplace. The existing control measures to curb the noise exposure levels are inadequate and they need to be upgraded.

  • The management should organize for a regular audiometric testing for all workers to ascertain the potential impacts of noise exposure to their hearing.

  • The durations which were sampled and shown to exceed the noise level of above Leq 8hr of 85dBA should be monitored further and mitigation measures implemented to reduce the sources of noise during that duration.

  • The management of the workplace needs to identify the noise hazards in order to work out a noise assessment in accordance with the “OHS Noise Management Procedure PD 305”. If the noise assessment reveals that the noise level in the workplace exceeds the standard safe exposure levels, then control measures must be put into place. The control measures must be implemented using the WorkCover Hierarchy of Control.

  • All the equipment that emits noise levels above 85 dBA must be eliminated or modified. The equipment can also be redesigned or replaced with those that emit less noise than the current ones. This can be achieved through modifying the path of noise transmission, for example by isolating all objects in an enclosure. The workplace can be acoustically treated or the noise emitting source can be enclosed in a soundproof booth.

  • Since the exposure level is 86.7 dBA, above the standard Leq 8hr of 85 dBA, then the management should consider introducing job rotations to minimize the exposure time to noise. In addition safe work practices should be encouraged in the workplace.

  • The management should carry out periodic reviews of the control measures put in place to assess if they need to be modified at least once a year.

  • If all the above recommendations are inadequate in mitigating the exposure levels, then Personal Hearing Protection (PHP) should be the last resort. In this case, the correct PHP should be selected and workers provided with adequate information, training and instructions for their use and maintenance. The PHP should comply with the “Occupational Noise Management AS/NZS 1269” standard of reducing the noise exposure to or below the allowable 85dB LAeq, 8h.
