EXECUTIVE SUMMARY

Since the realization of complete independence during mid 2002, as such, the government of East Timor faces a number of challenges in provision of essential services to its people. The main challenge being the rebuilding and expansion of energy sector in remote places in mountainous regions. It is projected that over 20% or at least 40,000 homes will not get connected to electricity main grid in East Timor as a result of inaccessible mountainous localities (Martinot, 2003). Therefore, alternative source of energy like solar lighting is perceived to be clean and cheap source of power that could better the lives of many individuals here (Bouille & McDade, 2002).

East Timor stands a greater chance now of benefiting from renewable energy to better the needs of life. As such, Alternative Technology Association (The ATA) is a small Australian Non-Government and Not-for-profit Organization (NGO & NFP) that started an East Timor (ET) Solar Project in the early 2000 (Richards, 2004). This paper explores on the project management plan to assist in planning the execution of this project.

PROJECT DESCRIPTION

Solar power provides good potential of lighting remote places of East Timor that are off-grid electrification (Fairbairn, 2005). The Alternative Technology Association (ATA) being not-for-profit organization from Australia has played a key role in establishing solar-panel lighting project in most rural places of East Timor. The project was launched in a decade ago and has seen ATA set up solar-panel lighting systems in over 1600 homes, neighborhood centers, schools as well as hospitals that have no access to power connection.

The organization has also initiated training programs to train solar technicians with relevant skills required throughout the project. The East Timor (ET) Solar Project has seen Alternative Technology Association win the much-coveted Clean Energy Award during the World Environmental Day from UN Association of Australia (Bouille & McDade, 2002).

GOALS AND OBJECTIVES

The project goals and objectives include:

  1. Create and maintain most reliable power supplies that is affordable by all people
  2. Help meet the immediate needs of people
  3. Support the economic productivity of people in East Timor
  4. Attain lowest possible costs by using indigenous resources – solar power
  5. Replace costly imported fuels

It is believed that provision of solar-powered lighting project in East Timor will enable the assist the policy makers to formulate decisions to sustainable energy services while addressing the technical, social, institutional, economical and environmental issues in remote places (Bouille & McDade, 2002). The ATA anticipate increasing the solar-powered units by 700 in areas such as Aileu, Viqueque and Baucau. Based on the funding to be received from donors and partners, more households will be installed with solar panels to aid people’s lives. The required budget is USD. 3,500,000.

PROJECT ASSUMPTIONS

The assumption below will be made in the project plan:

PROJECT CONSTRAINTS

The project constraints will involve:

  2. Inconsistent availability of the resources due to stringent law enforcement that requires more time for approvals

Also, the solar project may encounter critical project barriers which are insurmountable concerns that could destruct the project initiative. The critical barriers could include:

  1. Removal of the Solar Project Funding
  2. Natural disasters especially the region being so mountainous. Also activities of wars could limit project progress.
