Executive summary

With the increased number of people all over the globe their seems to be an urgent need of various resources to make the live of people more comfortable and effective. A good example of a resource that people need is energy and since not all people have been able to connect their homes with the electrical power, others have to turn to other options that seems cheaper and more affordable to them and based on their location. It is crucial to note that the area being targeted that is East Timor is well fitted for Solar energy since they cannot in any way be connected to the electricity main grid and this is mainly attributed to the inaccessible mountain localities. This paper sets out to outline the project execution plan that will be adhered to by Alternative Technology Association as they connect East Timor with the alternative energy source that is well suited for the location.

Description of the project

The district of Quelicai, East Timor is in the mountainous region and thus it is very hard for the electric grid to reach the area. Thus, the other alternative is to make use of the solar energy in the area (ESMAP, 2016). A major organization that have played an essential role in making the lives of the people in East Timor more easier by connecting them to alternative source if energy is the Alternative Technology Association (ATA). The ATA launched their operations some years back and within the period, they have been operation they have touched the lives of about 16000 people, schools and other essential facilities such as the hospitals in a positive way. This have enabled people to access some services that were not possible to access prior to the connection. The success completion of the project calls for diverse groups of people and thus in this respect, training sessions have been put in place and this will assist greatly in ensuring that the project is completed on time and with a lot of efficiency.

Goals and objectives of the project

All projects have a number of goals and objectives that they aim at achieving and this project is not an exception from the others. The Solar Project aims at

  • Offer the individuals living in East Timor with an energy source that is reliable and at the same time affordable based on their status in the society

  • Offer a better alternative source of energy which are cheaper (NREL, 2015)

  • Meet and address the immediate needs that the people of East Timor currently have

  • Achieve the lowest costs in terms of costs since solar power is termed as cheaper and affordable as compared to other energy sources and

  • Support the people of East Timor to be more productive

With the huge effects of global warming being felt all over the globe there is a need for people to come up with projects that are likely to reduce global warming to certain levels (Bradford, 2006). With time, ATA aims at increasing the reach of their project by increasing their activities in East Timor. Their efforts will best be achieved by the funding they will receive from their partners and donor and in the end a greater number of households will be solar powered and this will aid them greatly in their daily lives and the effects of the solar energy will be of benefit to the environment and the society.

The assumptions that are outlined below will be considered in the execution of the above project

  • All participants have high esteem and are committed to make the project a success

  • All members will ensure that they engage in constant communication (NREL, 2015).

  • The project will be completed on time

  • All project members will avail themselves when required to enhance the completion of the project on time and within the required and stated budget and

  • Every team member will undertake his or her roles and responsibilities in an effective manner.

Project constraints

Below are the constraints of the solar project:

  • Lack of some resources during the required time due the rules that needs to be followed before attaining the required resources

  • Limited resources in the project and at time some donor may opt out of the project.

In addition to be above stated assumptions and constraints, the project may also face some barriers, which may hinder the successful completion of the project (Mills, 2004). These barriers include but are not limited to

  • A team that is not cohesive

  • Unavailability of team members when needed and

  • Natural disasters such as floods that may disrupt the project.


The project will be completed within a period of 1 year, a total of USD 3,500,000 will be used, and it will target about 700 households. The diagram below outlines the various position in the project, the duties that that the people in the position will be supported to undertake and the

  • Offer guidance and supervision to all aspects of the project

  • Subdivision of the allocated funds

  • Outline and describe the essential deliverable of the solar project

  • Offer the plan to be followed by the project manager

  • Allocate the available funds, formulate the strategies of the project and offer any changes that may enhance the success of the project

  • Examine important deliverables of the project

Project Manager

  • Manage and enhance the success of the East Timor Solar project and this will be done in accordance with the project plan

  • Work in collaboration with the steering committee to achieve the goals and objectives of the project

  • Receive and ask for assistance from the steering Committee

  • Supervises the team members, technicians and the solar project consultants

  • Offer guidance to the project

  • Offer guidance to team embers and ensure the achievement of the project objectives

  • Ensure that the project do not exceeded the stated budget and

  • Play an essential role in resolving problems that may arise.

Project Team Members

  • To work closely with the community to be more acquainted to the area, their needs of people and how the people operate (Martin & Goswami, 2005)

  • Play essential role in the installation of the solar-powered lighting

  • Examine and endorse solar project deliverables

  • Assist to transport solar panels to different places

  • Coordinates sharing of team members, local people along with other members of the project

  • Offer information and suggestions to project

  • Identify any probable project risks and eliminate them within a short period of time

  • Recognize and put measures in place to deal with the various risks.

Solar Energy Specialist

  • Offer the needed experience and expertise on solar energy and offer guidance to the team members


It is crucial to note that since not everything is certain there are a number of things and issues that may change in the course of the project (Denzer, 2013). Additionally, to improve and enhance the achievement of the project success constant communication will be an essential tool in achieving this.
