Development of Cultural Competence
In this case, the organization of focus is Northwest Aboriginal and Torres Strait Islander Community Association (NWAICA) which is an NGO for the indigenous communities providing services, support, and assistance to the vulnerable families and communities within Northwest Brisbane. The aim of the organization is to improve economic, educational, social, cultural, and physical wellbeing of the Aboriginal and Torres Strait Islander people. As a result, the organization provides quality service and ensures the marginalized have sustainable culture while enjoying various programs including multiple community assistance and involvement. The Aboriginal culture in Australia represents the oldest culture globally with some of the practices including practices and ceremonies centred with the beliefs in dreamtime (NSW Department of Community Services, 2009).
The cultures and language groups of Aboriginal and Torres Strait Islander are still remains many and varied. In addition, there is no homogenous culture of either Aboriginal or Torres Strait Islander. Before colonization, it is estimated that Australia had 600 Aboriginal language groups though it currently has about 200. Each community, though they share some practices and beliefs, is unique (Connell and Teo, 2010, p.121). Besides, people may consider Netherlands and Germany or Australia and New Zealand to be similar but they posses cultural differences which is similar to the Aboriginal people.
Australia only has two indigenous cultures which forms part of its national heritage: the Aboriginal and Torres Strait Islander. In Australia, Aboriginal and Torres Strait Islander are the oldest culture having lived in the country for more than 40,000 years and occupied the whole of the current Australia. To understand the identities and lives of the Aboriginal and Torres Strait Islanders, culture is of importance. Through their culture, they experience strong family and community connections (Kidd, 2007, p.102). Nonetheless, they present complex cultures as there is no single Aboriginal and Torres Strait Islanders culture but several groupings, diversified ways of living, languages, and kinship.
The main historical issue is that they were forced out of their traditional lands and from the environments they could actively hunt and gather animals and plants. Since some of them resisted seizure of their land, there was violence. In addition, most Aboriginal and Torres Strait Islanders died from different infectious diseases spread by the Europeans, some were moved to the reserves and forbidden to speak their language and practice their culture, and various laws were enacted to limit their rights as their children forced to leave their families (Banfield et al., 2013, p.34) They also suffered both physical and sexual violence, lost their cultural identities and language, and to some extent prevented from having contact to each other.
The developed resource kit aimed to respond to the needs identified through the diversified program coordinators needed by the healthcare practitioners for easy information access to improve their skills in providing culturally competent healthcare to individuals and families that come from culturally diversified backgrounds. The developed tool resource kit would provide an overview of various factors including:
The ever-changing demographic factors within Australia while focusing on the ways to increase visibility of the minority individuals and immigrant populations within the country and associated consequences on the health practice (Workforce Council, 2010);
The need to ensure effective and cultural competency within the healthcare. Culture is a determinant of health while illustrating ways in which political, economic, and social backgrounds affecting the health of the new comers.
Addressing various communication barriers existing within the healthcare system including the global views on health matters such as ethno-specific and suggestions on different methods to enhance the culturally competent practices.
Equal opportunity is an important legislation within Commonwealth and Australia. In Victoria, Equal Opportunity Act 2010 (Vic) is the main legislation that makes unlawful to discriminate (Equal Opportunity Act 2010). Equal opportunity means that each person has access to public life in education, workplace, and access to goods and services (Australasian Legal Information Institute, 2012). Each person has a role to ensure that each within the workplace is respectful, inclusive, safe, and free from any form of discrimination.
At the enrolment and orientation, it is important to meet the teachers, discuss course subjects and structure, enrol the subjects, determine important information regarding the course, making new friends. Racism and stereotyping is not what is done to another person as sometimes people absorb the beliefs of the racists unconsciously which affects people’s feelings (Queensland Government, 2017). To address such issues, there is need for one to speak upon any racist comment, being a role model to the people around, recognize various types of stereotypes within the media and in schools, one could start equality clubs to encourage people to talk of racism.
