Bookworm library is a public utility that can be accessed by anybody regardless of age, gender and race. All kinds of facilities have been placed at the convenience of the users. Several computers connected to internet are properly working, which are mostly utilized by students and online researchers, as well as, tutors and instructors. It is the responsibility of the department of community services to ensure that the library is well maintained, and the users are served to their satisfaction. The main aim of this facility is to ensure that education is improve in Australia, and researchers gain easy access to information; therefore, reducing on the amount of resources and time (University of Malaya library, 2006). Some individuals spend their leisure time in the library reading magazines, novels and online networking. Both new and old sources of information are archived within this library, which enables people; acquire information any time of the year (Dhawan, 2003). Employment opportunities have been created since the establishment of the facility; librarians and cleaners were employed.

Rules governing the functioning of any public facility have been set and implemented, for example, anybody who does not return the books or any other borrowed material is fined. It is clear that all individuals return the books and pay the fine without complaining. Recently, the library staff witnessed increased number of new users in the library, which include children and the teenagers. Children between the ages 11 and 16 have been registered to frequent this facility between 3pm and 6pm. Observation and analysis have proved that these children pass by the library to pass time as they wait for their parents to return from work. The reason for their being in the facility, from 3pm when the library workers are preparing to leave for their home, was that their parents did not want them to wander about the streets because there is no one at home to monitor them. This information was collected from the children when the librarian decided to conduct a small research by asking some questions. The library had now been transformed from its basic purpose of educating into a baby care facility basing on the findings of the research. These children caused a lot of disturbances within the library because they came in large numbers most of whom they were friends; therefore, they made a lot of noise. Serious users of the facility found their concentration being diverted. Since these children and teenagers did not have homework or research to work on, they used most of their time talking and playing. They frequented the washrooms; their movement was a nuisance to other users. These children did not utilize the washrooms well because they splashed water on the floor, as well as, failure to properly use the toilet. Their long stay around the washroom area led to invasion of privacy of other users. These children removed books from the shelves, but failed to return them to the required places; they left them scattered on the table. They would remove their belongings and spread them on the table causing discomfort in the library. Computers for online searches were tampered with by the children by removing the peripheral terminals from their original place; therefore, limiting internet users of their satisfaction. The environment around the library was left littered with papers and plastics the children carrying with them. In addition, the destroyed flowers since they were picking them before they were mature. The scenic beauty of the facility decreased. It is not only the users of the facility who get affected negatively, but also the staff because they had to do a double job cleaning the mess caused by the children and staying late until the children left.

Several alternatives are in place for students and researchers to utilize instead of entirely depending on the libraries. It is not mandatory that students and researcher read from the library; they can take books under their names, have their private study at home and return them before the due date. Online research can be conducted from anywhere provided there is a computer and a modem for internet. The amount of time and resources that will be used when home is low; because comfort is attained through peace and concentration. Magazines are cheap and readily available in shops and vendors. Institutional libraries can also be utilized because they are normally free or charge a small fee, but the comfort is high (Eberhart, 2006).

In order to settle the situation, the mayor together with other bodies involved should work together. The library management can write a proposal to the entire members of the community services department asking them to consider establishing a separate facility for young children; either in a different area or to have a small room with children’s materials. The mayor can work in partnership with the teachers of the schools which most of the children attend so that they can establish a better way of containing the children (Moore, 2010). The teachers can have the children involved in some activity as they wait for their parents where these parents are charged extra fees. Parents need to establish a childcare unit where their children can be taken care of after school so that they do not cause more harm to the library users.

To reduce their nuisance in the library, the library management can establish strict rules where children who do not behave well be punished or disallowed to visit the facility (Shen, 2006). They should not be allowed to enter into the library with any of their belongings. Strict timing must be established and adhered to so that any child who visits the library after 3pm is not permitted to use the library. Since the facility managed mainly by the community, they should be involved in any decisions made. Moreover, the officers in the ministry of education should be informed of the nuisance caused by the children so that they can assist in constructing libraries meant for them only. The parents should also be punished for their irresponsibility of their children because it is their duty to ensure that they employ a house help to take care of their kids while they are at work.
